Minimum Qualifications
At least seven (7) years of experience in public relations, social media, and digital communications.
OR
At least one (1) year of experience as a Public Information Specialist 1 (Digital Content).
An Associate’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree, can be substituted for two (2) years of general experience.
A Bachelor’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree can be substituted for four (4) years of general experience.
A Master’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or similar degree can be substituted for one (1) additional year of general experience (not to exceed five (5) years of total experience).
Duties
Video Editing
- Oversee and contribute to the recording, editing, and publishing for all presentations, webinars, and audio-visual files.
Manage Freedom of Information Law (FOIL) Requests
- Oversee the FOIL request process.
Edit Presentation Content
- Review and approve conceptualization, storyboards, scripts, media, and edits for videos and webinars for online publication to LGSA’s internet, intranet, and social media.
Edit Publication Content
- Edits, reviews and/or rewrites drafts for digital and print content.
Collaboration
- Coordinate and collaborate with LGSA staff, staff from other divisions and external organizations to design, develop and produce digital and print content.
Formatting & Distribution
- Oversee and contribute to the planning, analyzing, formatting, designing, archiving, and distributing digital audit reports and publications by importing content into layout and design software, making appropriate corrections and adjustments, distributing to local officials, and posting to the internet.
Design
- Oversee and contribute to the designing and developing of covers, content lay-outs and graphical illustrations and coordinating production and distribution of LGSA digital and print publications (design templates, audit reports, annual reports, research briefs and snapshots, informational brochures, local government management guides, logos, brochures, newsletters, promotional materials, and training materials).
Manage Processes
- Manage the processes for editing, formatting, and distributing digital and print publications, including acting as a back-up resource in the audit report layout and proofing process, when necessary.
Web Management
- Oversee and contribute to posting new digital content to LGSA internet, intranet, and social media pages, including digital content available for print.
Supervision:
Supervision of Public Information Specialist 1 and/or Program Aide as assigned.
Knowledge, Skills & Abilities
- Experience with video editing software
- Technical Writing Certification
- Ability to research and understand legal content related to topics including but not limited to records retention, FOIL, and fair use
- Knowledge of and experience working with writing style guides
- Strong editing skills

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
